NEO uses a consensus mechanism called delegated Byzantine Fault Tolerance (dBFT) where block production is carried out by a limited number of trusted nodes. These nodes are elected by NEO token holders through a voting process. So, instead of mining, you can participate in the network by holding NEO tokens and voting for consensus nodes.
